TRAI's advice to senders, read 4 Aug 2026, says a promotional voice call is commercial communication without explicit consent. Service calls facilitate or complete an agreed transaction or provide information connected to a product or service already used. Transactional communications are narrower. Mixed promotional content can change the classification.

What do DND and designated number series change?
TRAI's UCC FAQ, read 4 Aug 2026, says consumers can register preferences through 1909 or the DND app and may complain about UCC. TRAI's July 2026 clarification identifies 140-series numbers for registered telemarketer promotional calls and 1600-series numbers for specified service and transactional calls by regulated BFSI and government entities. It does not make 1600 a general number for every agency client. The business should register as required, use its approved route and apply preferences through the authorised telecom workflow.
Are 10am–9pm, AI disclosure and 10 March 2026 verified rules?
We could not find a live TRAI primary source establishing a blanket 10am–9pm calling window for every AI call, a universal rule requiring the agent to say it is AI, or a universal agency deadline of 10 March 2026. TRAI's preference page, read 4 Aug 2026, lists selectable time bands rather than that single window. A March 2026 draft consultation discusses A2P and artificial voice, but a draft is not a final rule. Agencies should still call during conservative daytime hours, identify the business, disclose automation, honour opt-outs and obtain advice for the exact use case. Who carries the risk when an agency runs the campaign?
The client cannot outsource the truth of consent or the legality of its list.
