Seven setup requirements before the first call goes out
Most of what delays an outbound launch in India is regulatory and telephony work, not model configuration. Each requirement below is written to be read on its own.

Outbound commercial calling in India runs on designated numbering series rather than an ordinary mobile number, and placing bulk commercial calls from a personal number is what triggers enforcement.

Sender registration and an approved script
Commercial senders register on the DLT framework through their access provider, and the calling script is approved and then frozen — changing the pitch later means re-approval, not a quick edit.

A consent and preference record per contact
Each number called needs a consent source, purpose, timestamp and a withdrawal or suppression record, because registered subscriber preferences decide whether a commercial call is lawful.

Correct classification of every campaign
A promotional call and a service or transactional call sit on different routes with different eligibility, so classification is decided per campaign before the first call rather than after a complaint.

One channel carries one simultaneous call, so a list that must be worked inside a two-hour window needs concurrency bought deliberately — the per-minute rate says nothing about how fast the list clears.

A rupee whole-minute rate, a dollar 30-second pulse rate and a per-resolved-outcome price answer different questions, and the cheaper model depends on your real connect rate and average handle time. An AI outbound calling agent is a voice agent that places calls from a business to a list of contacts, holds a two-way conversation, and completes an outcome such as qualifying a lead, confirming an appointment, chasing a payment or following up an enquiry. It differs from a dialler or a recorded voice broadcast because the caller can interrupt it, ask a question and be answered.
Automated commercial calling is lawful in India when it follows the existing commercial-communications framework: the sender is registered, the campaign is correctly classified as promotional or service and transactional, the call goes out on an eligible numbering series, and subscriber consent and registered preferences are respected. The TRAI amendment did not create a separate AI-disclosure rule, but every other duty still applies to an AI-placed call exactly as it does to a human-placed one. The numbering position has changed more than once, so check a dated source rather than an old blog post.

Per-minute pricing is cheaper when calls are short and connect rates are high, because you pay only for conversation that happened. Per-outcome pricing shifts the risk of long or repeated calls to the vendor but costs more per successful contact. Model both against your real connect rate and average handle time before choosing, since the same campaign can be cheaper on either model depending on those two numbers.
Concurrency is the number of calls the system can hold at the same time, and one channel carries one simultaneous call. A list of 1,000 numbers worked at one channel takes far longer to clear than the same list at ten channels, so concurrency — not the per-minute rate — is what decides whether a campaign finishes inside its window.
Consent is tied to the contact and the purpose, not to the list. A record showing that someone enquired about one thing does not authorise unrelated promotional calls later, and a purchased list generally carries no usable consent record at all. Work from your own enquiries and customers, and keep the consent source, purpose and timestamp for each number.
